The Legislative Affairs Specialist provides support for leadership by acquiring, compiling, and analyzing regulatory and legislative information relevant to health insurance industry policies. Must stay abreast of policy issues relating to state and federal health insurance regulations and provide impact analysis of legislation to support compliance and improve the operations of Sanford Health Plan. Facilitates planning meetings and leading cross-functional teams to execute compliance plans. Provides education, training events, conducts public speaking, and creates communication pieces for staff, employer group clients, members, and insurance agents. Protects, promotes and enhances the Health Plan's government relations interests by supporting a comprehensive advocacy strategy on key legislative and regulatory business and health policy issues. Leads efforts to craft positions on legislation and direct accompanying advocacy efforts personally or through enterprise advocacy staff. Works closely and collaboratively with senior health plan leaders and subject matter experts to develop and implement advocacy strategy. Builds and maintains relationships with state regulators. Directly or through staff, participates in public policy meetings, industry trade associations and other coalitions. Occasional travel required.


Represent their parties in negotiations with political executives or members of other parties, and when speaking with the media. Hear testimony from constituents, representatives of interest groups, board and commission members, and others with an interest in bills or issues under consideration. Confer with colleagues to formulate positions and strategies pertaining to pending issues. Compile, transcribe, and distribute minutes of meetings. Prepare drafts of amendments, government policies, laws, rules, regulations, budgets, programs and procedures. Plans, estimates, staffs, organizes and monitors significant projects. Interpret and analyze policies, public issues, legislation, or the operations of governments, businesses, and organizations. Maintain current knowledge of government policy decisions. Leads in designing, customizing and creating complex reports. Prepare invoices, reports, memos, letters, financial statements, and other documents, using word processing, spreadsheet, database, or presentation software.


Bachelor's Degree required. Masters Degree preferred. Area of focus in political science, law, policy, politics, or paralegal preferred.
